Author, political analyst, and professor of political science at the University of Tehran Sadegh Zibakalam has been sentenced to 18 months in prison for propaganda against the Islamic system. The sentence, issued on Tuesday March 13 by Judge Abolghasem Salavati of Branch 15 of the Revolutionary Court, also bans Zibakalam from all political and social activism, as well as any participation in the media, for two years. Zibakalam, who considers himself a reformist, has been an outspoken and active critic of Iran’s conservative principlists for many years and is well known on social media
IranWire talked to Zibakalam about his prison sentence and how it came about

?Why were you charged with propaganda against the regime
During the protests [of late December-Early January] I gave an interview to Deutsche Welle and talked about the youth who were demonstrating in various cities and chanting slogans harsher and more radical than those heard in 2009. The reporter asked me what the result would be if a referendum were to be held. "If there were to be a referendum on the political system in Iran now, 70 percent of the people would say no to an Islamic Republic," I said
?What happened at your trial
I offered a legal and philosophical defense. I asked why somebody who has views different from those of the government is a criminal. I did not refer to any European country but said that in India, Japan, Malaysia, Indonesia or in African countries, having views different from the government is not considered propaganda against the system of that country. But apparently the judge did not find this defense relevant and issued a sentence of 18 months in prison and a two-year ban on political and social activism
?Did you expect such a verdict
There was one thing that I found interesting. Earlier, if somebody was banned from social and political activities he was ordered not to write articles, not to give interviews and not to participate in the meetings and activities of political and social groups and parties. What I had not heard and what my sentence orders is to be absent from cyberspace for two years. I talk with my students through Telegram, I am active on social networks and do some of my daily chores on the internet. But the verdict says that I must not go online for any purpose whatsoever
In any case, I am going to appeal the verdict in the next 20 days, and I hope that the appeals court will reduce the sentence
The investigation and the trial process progressed very fast. Why do you think this was
I find the haste to hold the trial very strange. Within 10 days the hearings were done, the case was sent to the Revolutionary Court, the trial was held and the verdict was issued. Nowadays they send the summons for the court and the hearings through the internet but in my case I was called and summoned by phone every time
I tend toward believing that there was an authority behind this case who wanted to punish me. My sentence was based on Article 500 of the Islamic Penal Code, which lays down a prison sentence of three months to one year for anybody who engages in any type of propaganda against the Islamic Republic of Iran. But I was sentenced to 18 months. The verdict says that since I have a record of propaganda against the regime, I was given an extra six months in prison. Of course it is true. I had been found guilty of the charge before and had to pay a cash fine of four million tomans [around $1,100]
Two weeks ago you were expelled from Azad University. Do you think these two events are related
It is unlikely. Our system is not so organized and tidy that it can connect everything together. However, it is possible that the punishments are connected
?Will you remain silent for two years if the appeals court does not change the sentence
I have to obey the verdict no matter what. After the 2009 [presidential] election, they told me not to give interviews to the BBC, Radio Farda and Voice of America. And I have not given any interviews to these three media outlets for eight years now. This time they could have also told me not to give interviews or not do things online, but instead they put it in a court verdict. I believe that even if the appeals court changes the 18-month prison sentence to a cash fine, the ban on political and social activities will remain intact
Why?
I guess — and I emphasize that this is just a guess and I hope I am mistaken — that possibly after the earthquake in Kermanshah [in November 2017] and the people’s support for me, some authorities might not have liked people’s trust in me. [According to the website the Conversation, Zibakalam raised more than US$300,000 less than 48 hours after the quake. “Acknowledging a widespread lack of faith in government, he traveled to the area to supervise aid distribution himself,” wrote the author of the article, Haidar Khezri]

The majority of people in Iran believe that corruption in the country has increased in recent years and that local government and banks are among the most corrupt institutions in Iran, a government-led research group has found
Looking at survey results from 2009, 2010, 2012 and 2015, the Network for Public Policy Studies (NPPS) sought a comprehensive picture of how Iranians viewed corruption, and particularly how that view had changed in the last nine years. Its report, entitled “An Account of How Corruption is Perceived in Iran” [Persian link] found that 89 percent of Iranians believe that corruption in the Islamic Republic has become worse and that local governments, the customs department, the Ministry of Finance and the country's banks are the most corrupt institutions in Iran
The study shows that while in 2009 the percentage of Iranians who believed corruption existed in the country was 63.7, the percentage steadily increased to 73.5 in 2010, 80.3 in 2012 and 88.67 in 2016. The study also shows that Iranians believe that the most corrupt institutions are those “with financial and legal power
According to the latest survey in the study, only “9.8 percent of respondents say that when they have had to deal with a government office or institution they did not need to have connections with influential people to get what they wanted
The NPPS describes itself as “an academic peer-reviewed website under the supervision of the Center for Strategic Studies” of the Office of the President of the Islamic Republic
Based on these surveys, Iranians rank the most corrupt institutions as follows
1. Municipal governments , with 84.75 percent
2. Customs Bureau, with 84 percent
3. The Tax Bureau of the Ministry of Finance, with 78.5 percent
4. State-owned banks, with 75.5 percent
5. Politics, political parties and elections, with 70.25 percent
6. The Iranian judiciary and the courts, with 69.25 percent
7. Traffic police, with 63.75 percent
The Revolutionary Guards, the regular Armed Forces and the Mostazafan Foundation, a charitable foundation and the second largest commercial enterprise in Iran, also appear on two of the surveys. The 2009 survey shows that 27 percent of Iranians believed the Revolutionary Guards to be tainted with corruption — and this number increased to 35 percent in the 2010 survey. In both surveys, 18 percent of Iranians believed that corruption existed in the Armed Forces. Compared to the numbers for the Revolutionary Guards, this number show that Iranians have a more favorable view of the Armed Forces
The NPPS surveys looked at two kinds of corruption — bribery and favoritism. However, without pointing to a specific organization or institution, the study adds that other kinds of corruption existed too.“Since some organizations are more prone to certain types of corruption, we must first identify the context of corruption in various organizations
The study highlights the importance of transparency. “The hidden types of corruption that are not reflected in these kinds of statistics are more dangerous,” says the study, adding: “and, of course, they will eventually find their way into how the public opinion perceives corruption” in Iran
In 2015, the Iranian parliament’s Research Center reported that the members of 271 financial and economic entities in Iran believed that corruption in government agencies had increased in the years 2003 and 2004
These findings generally agree with a January 2016 survey by the Information and Public Opinion Solutions LLC (iPOS) that indicated that most Iranians believe that corruption has become more widespread and that, according to 77 percent of those polled, banks are the most corrupt institution
Source: Information and Public Opinion Solutions LLC
In this survey, the justice system, municipalities and the police were ranked the most corrupt, after the banks
According to the iPOS survey, a considerable majority of Iranians (71 percent) believe that corruption has become pervasive in the country. Only 15 percent think that corruption has not become epidemic

The study also differentiated between the views of people who live in urban environments and those who live in rural ones. “Analysis of responses based on demographic variables demonstrates that city dwellers are in a meaningful way more likely to believe in the pervasiveness of corruption (84 percent); those in rural areas are conversely less likely to believe that it’s epidemic (78 percent),” the study reads. And the research also indicates that the more people are informed, the more they are worried about corruption. “Moreover, respondents who express that they keep up with news regarding corruption either a lot or a great deal are more likely to believe that corruption is pervasive (89 percent) than [compared with] those who say that they either don’t at all follow corruption-related news, or follow it only a little." It added that the responses of those who took the poll and “either reported that they had no opinion and were not informed or registered otherwise vague responses were set aside
Iran’s Interior Minister has warned that protests in the country could flare up again, given that “generational change” had been a factor in the unrest, and that “grievances” had not gone away. However, while acknowledging the likelihood of renewed unrest, he failed to provide any recommendations about how it could be prevented, or to offer any reassurances to the Iranian public
Abdolreza Rahmani Fazli spoke to two newspapers, Iran and Hamshahri, about the protests that took place across Iran in late December and early January, published on March 11 and 12 respectively [Persian links]. Although in the interviews, he gave details on the number of people arrested and the cities affected, he gave no clear analysis of what happened or what steps the government should take next
In late December and early January, a wave of nationwide protests shook Iran, some of them breaking into violence. The unrest has led to a plethora of punditry, soul searching, head scratching and every other imaginable reaction, from horror to glee
According to Rahmani Fazli, more than 5,000 people were arrested in the course of the protests, and of those, between 700 and 800 people are currently being “taken seriously” by the agencies that arrested them. He also added that his ministry had no firm evidence that the protests had been orchestrated by political entities inside or outside Iran. Neither, he added, was there any proof that organized social movements were behind the unrest
In both interviews, Rahmani Fazli resorted to vague generalities. He confirmed that the protests had spread to 90 cities across Iran and that clashes had occurred in 42 of those, but made no mention of the identities of any of the arrested protesters
In fact, the minister appeared to draw a line between ordinary citizens and demonstrators, hinting that those who took to the streets were an isolated group of unruly trouble causers who had gone out to destroy public property. He added that his ministry had done its best to prevent “people” from joining the protests — by which he seemed to be referring to average citizens
Lifestyle and Generational Changes to Blame
At the same time, he rejected the conclusions of analysts who had said that unemployment and economic problems were among the main causes for the protests. “More than 60 percent of protesters were employed,” he said. “If economic pressures were the main factor then the protests would have taken place among margin-dwellers [in shantytowns and poor neighborhoods], but this was not what happened”
He announced that the Supreme National Security Council was preparing a report about the root causes of the protests. According to the report, “economic, social and political grievance exist that need only a spark to burst into flames”
In other parts of his interviews, Rahmani Fazli tried to indirectly present the protests as results of a “generational change” and “changes in the lifestyles” of Iranians. “You cannot claim that this incident was a great event with national significance,” he said, and then seemed to contradict himself: “Even though this much grievance and the political, social, economic and security costs that they inflicted on the country are irreparable.” However, he avoided going into any specifics about just what these “grievances” were
Although he stopped short of outright admonition, he did implicitly criticize authorities for failing to acknowledge and understand that changes in generational views and lifestyles might be a contributing factor to the events. And yet, even in that criticism, he failed to provide an explanation for what he meant by this and how these changes might be accommodated into Iranian society
By evading specifics and talking only in generalities, Rahmani Fazli was trying to protect the government of President Rouhani, which has been loath to be seen as committing itself to a specific point of view where the protests are concerned. The interior minister also tried to downplay or even deny that Rouhani’s conservative critics had initially triggered the protests and then lost control of them, despite reports of this at the time
So, despite having apparent access to some of the facts — that 30,000 to 40,000 people were involved in protests in 90 cities and towns across Iran — in his refusal to specify what actually happened and how it might be avoided in the future, Interior Minister Rahmani Fazli has inadvertedly emphasized other possible contributing factors to malaise in the country: Obfuscation and denial. Until Iran’s leaders face up to the reality around them, its people will continue to voice their grievances. And no amount of talking in generalities can cover this up
